Germany’s Housing Permits Rise for the First Time Since 2021, Signaling Market Recovery

According to the latest data released by Germany's Federal Statistical Office (Destatis), a total of 238,500 residential units were approved in 2025, marking a 10.8% increase - or 23,200 additional units - compared with 2024. This represents the first annual increase in residential building permits since 2021.

In recent years, Germany's housing permits had declined significantly, falling to their lowest level since 2010. The 2025 rebound suggests that the German residential construction market may be gradually stabilizing after a prolonged downturn.

New Construction Drives the Recovery

Permits for newly built residential units increased by 12.6% year-on-year to 198,100 units, an increase of 22,100 homes. In comparison, permits for residential units created through the conversion of existing buildings rose more moderately by 2.7%, reaching 40,400 units.

Within the newly constructed residential category:

  • Permits for single-family homes rose sharply by 17.2% to 44,500 units.
  • Approvals for two-family homes remained largely stable at 12,600 units, slightly down 1.1%.
  • Multi-family housing - the largest segment - recorded 128,100 approved units, representing a 12.1% increase year-on-year and accounting for 64.6% of all newly approved residential units.

Notably, approvals for residential care homes and similar facilities increased significantly by 34.2%, reaching 9,100 units, reflecting ongoing demand related to demographic changes.

Companies and Private Developers Increase Activity

Approximately 95% of the 198,100 new-build permits issued in 2025 were attributed to companies and private individuals:

  • Companies accounted for 108,800 units, up 14.6% compared with 2024.
  • Private individuals received permits for 79,200 units, an increase of 14.9%.

By contrast, permits linked to public authorities declined by 23.2% to 6,900 units, indicating continued restraint in publicly led residential development.

Implications for the Construction and Building Materials Industry

Building permits are widely regarded as a leading indicator of future construction activity. The 2025 increase signals improving confidence within Germany's housing sector and may point to a gradual recovery in broader construction demand.
